Provided that no member of the service shall be eligible for appointment to the selection grade unless he has entered the fourteenth year of service from the year of assignment assigned to him in accordance with Rule 3 of the Indian Police Service (Seniority Regulations) Regulations 1954 or Section 3 of the Indian Police Service (Seniority of Special Recruits) Regulations, 1960, as the case may be.
