Allocation of Business: The affairs of the Government of India shall be conducted in the ministries, departments, secretariats and offices listed in the First Annex to these Rules (hereinafter referred to as “departments”).` A department or department is responsible for formulating government policy regarding the activities entrusted to it, and for the implementation and review of those policies.
